Lithuania’s Ministry of Finance has published updated financial results for the national gambling market, confirming that gross gaming revenue (GGR) reached €200.6m between january and september 2025.

In short

  • Lithuania recorded €200.6m in GGR across the first three quarters of 2025, according to new Ministry of Finance data.
  • Remote gambling delivered €147m and grew 19.7% YoY, while land-based operations generated €53.6m with rising visitor numbers.
  • Lottery ticket distribution climbed 13.7%, industry taxes totalled €64.6m, and players received €67.9m in payouts.
  • The update comes as Lithuania advances its advertising ban, tightens responsible gambling rules, and blocks unlicensed online domains.

Remote gambling continues to dominate the market, generating €147m of total GGR – a 19.7% year-on-year increase. Land-based operations accounted for €53.6m, supported by a 2.4% rise in visitor numbers during the period.

Players received €67.9m in winnings over the first three quarters, while €120.6m worth of lottery tickets were distributed, up 13.7% compared to the same period last year. Combined industry taxation reached €64.6m, including €42.4m from gambling operators and €22.1m from lottery operators.

The figures arrive as Lithuania moves deeper into its phased gambling advertising ban, which began rolling out in july 2025 following the government’s near-unanimous approval in late 2024. In parallel, regulators recently tightened responsible gambling rules, introducing an immediate nationwide minimum gambling age of 21.

In a separate enforcement update, Lithuania’s Gaming Control Authority blocked four unlicensed domains from operating in the local online market in october, including one Curaçao-licensed operator targeting global audiences.
